The OSCE has released today a new handbook for the observation of campaign finance. It can be found here: http://www.osce.org/odihr/elections/135521. The observation of campaign finance is tricky, since most of it can be done only after the elections, and after the departure of observation missions, when parties’ accounts have to be submitted for scrutiny or published. However, some preliminary work can be done during the period of presence of observation missions. This handbook is one of the very few materials on the subject, therefore it’s an advisable read for any observer.
